20.1.0 In this section the focus will be on the progression and development of the alleged organized criminal network of Mr. Ohashi, P.Eng.’s and his Thug(s) and how it transitions from AECOM to the Region of Halton (ROH).
In 1998, Mr. Ohashi alleged that he had been planning this criminal conspiracy for about 15 years prior to the writer initially having contact with him at P&R (Now AECOM).
Further, he alleged that he would execute his “Retirement Plan” from within either Peel Region or Halton Region by means of the bribery methods mentioned above.
Allegedly, Mr. Ohashi recruited and provided incentives (bribes) to each of his Thugs directly or indirectly.

Allegedly, Mr. Chamber's was allowed to open his company Eramosa Engineering, and he received the promised sole sourced ROH contract(s) to do the ROH’s ‘SCADA’ Standards as promised by Mr. Ohashi while still employed at P&R (Now AECOM), plus many more contracts.

Mr. Richard Solonenko, Vice President, Gerrie Electric, Thug #6 or Dupe? Allegedly, Gerrie Electric not only received a $230,000 purchase order for Automation equipment from Mr. Chambers, P.Eng., Thug #5?’s company Eramosa Engineering. Allegedly, Gerrie Electric was named as the sole Automation supplier for ROH Projects.

Mr. Jonathan Hazenberg, P.Eng., (Young Engineer) North America Construction Ltd. (NAC), Thug #7? He received a promotion to Project Manager (NAC) On the Burlington WTP Project (ROH). Allegedly, Mr. Ohashi orchestrated Approvals for Additions, Modifications and Deletions on the Burlington Water Treatment Plant Upgrade which resulted in millions of increases to NAC, plus other projects.
Note: Mr. Ohashi left the employ of P&R on March 5, 1999.
Prior to leaving P&R, Mr. Ohashi in conjunction with Ms. Erin Mahoney P.Eng., Divisional Manager, Water & Wastewater Group arranged for the hiring of Mr. Claudio A. Cuffolo as the Engineering Manager, Instrumentation & Automation, P&R.
Please note: Allegedly, Mr. Ohashi, P.Eng. had asserted in 1998 that he had been planning this Conspriracy 'His Retirement Plan' for approximately 15 years.
Apparently, the planning phase concluded after 16 years.
The the execution phase initiated upon his employment with the ROH in 1999.
The writer was informed by Mr. Ohashi, P.Eng. that P&R (Now AECOM) intended to discredit the writer professionally via slander.

Background:
The writer received the following harassing message from Mr. Ohashi.
Submitted to Halton Regional Police.
On or about May 21, 1999, Mr. Ohashi P.Eng., Halton HUSP Manager contacted the writer via telephone at the writer’s home from Halton Region's Municipal building located on Bronte Road in Oakville, Ontario and informed the writer that he was now the Halton HUSP Manager, he had a $100 million dollar budget that year, and expected to have the same the following year.
Further, that the writer was now being blacklisted in Ontario and would never work as a professional engineer again.
Additionally, Mr. Ohashi stated that the writer had been very controlled, organized and efficient in the successful management of the Peel Region Project. However, it does not matter because nobody will believe it and the writer will never work again.
Background:
Mr. Ohashi P.Eng., was the former Water Wastewater Manager for Proctor & Redfern (P&R)
The writer received the following harassing message from Mr. Ohashi.

On or about June 16, 1999, the writer received the following harassing voice mail message on the writer’s home voice mail from Mr. Ohashi.
“Hi Bruce:
Its David Ohashi, I trust you got my e-mail on the job posting in Halton.
Just thought you would like a nice government job for a change.
Hey, the deal on Earthtech buying P&R goes down tomorrow.
Though you would like to know that too.
So if you are going to do anything to stop it, now’s yours chance.
Anyway give me a buzz, 905…I don’t know what my number is.
You know it, 825-6000”

20.2.1 The writer was informed by Mr. Ohashi, P.Eng. that P&R (Now AECOM) intended to discredit the writer professionally via slander.
March 5, 1999, Mr. Ohashi left the employ of P&R (Now AECOM).
Prior to leaving P&R, Mr. Ohashi in conjunction with Ms. Erin Mahoney P.Eng., Divisional Manager, Water & Wastewater Group arranged for the hiring of Mr. Claudio A. Cuffolo as the Engineering Manager, Instrumentation & Automation, P&R.
Planning Phase: Year 16 – Completed, Execution Phase: Year 1 - Commenced.
February 26, 1999, the writer’s office at P&R, 45 Green Belt Drive, Don Mills Ontario was ransacked.
April 27, 1999, the writer’s employment with P&R self-terminated (forced to termination) as of the close of business for safety and professional reasons.
Mr. Ohashi, P.Eng.’s ‘Threat’ Issued Again
In May 1999, Mr. Ohashi became the Halton Region HUSP Manager, and later the Special Projects Manager for Halton Region.
On or about May 21, 1999, Mr. Ohashi P.Eng., Halton HUSP Manager contacted the writer via telephone at the writer’s home from Halton Region's Municipal building located on Bronte Road in Oakville, Ontario and informed the writer that he was now the Halton HUSP Manager, he had a $100 million dollar budget that year, and expected to have the same the following year.
Further, that the writer was now being blacklisted in Ontario and would never work as a Professional Engineer again.
In May 1999, Mr. Ron Dekker, P.Eng., Owner Serdek Automated Systems informed the writer that:
Ms. Erin Mahoney P.Eng., Divisional Manager, Water & Wastewater Group, P&R, Mr. Claudio A. Cuffolo Engineering Manager, Instrumentation & Automation, P&R, and Mr. Lynn Morgan, Instrumentation and Control Manager, P&R approach Serdek Automated Systems and informed him that if Serdek had anything to do with the writer, P&R (Earthtech) would consider it a conflict of interest with regard to contracts.
Serdek Employment opportunities previously held out were rescinded to the writer:

Serdek had contracts with the Earth Tech (Now AECOM)
In May 1999, Mr. Tom Langstaff, Bristol Babcock informed the writer that Ms. Erin Mahoney P.Eng., Divisional Manager, Water & Wastewater Group, P&R, Mr. Claudio A. Cuffolo Engineering Manager, Instrumentation & Automation, P&R, and Mr. Lynn Morgan, Instrumentation and Control Manager, P&R informed Bristol Babcock that if they had anything to do with the writer, P&R (Earthtech) would consider it a conflict of interest with regard to contracts.
Bristol had contracts with the Earth Tech (AECOM)
The writer believes that Mr. Ohashi, P.Eng., Thug #0? A.K.A. The King Pin (Now Convicted Criminal) is the primary director but not the only director of the Threats – Bribes – Sanctions that the following network of Thugs jointly executed.
Directly and/or indirectly executed threats, sanctions, wrongful terminations and slander to willfully damage and injure the writer and his young family because the writer refused Mr. Ohashi's Bribes and refused to participate in his planned criminal conspiracy.

This criminal process of stalking, harrassment and slander continued for years and decades.
The writer continued to seek employment with hundreds of employers related to his profession.
The initial response(s) were positive with interest being indicated for many senior engineering and management positions.
Many of them were contacted, some advised the writer.
Some reported that they were very interested but had been told if they hired the writer they would be excluded from getting government contracts.
Despite many many reports to Authorities and the Region of Halton they all refused to act.
They did absolutely nothing!
Mr. Ohashi, P.Eng., Region of Halton (ROH) by his own declaration had a minimum of $100 million of our tax dollars each year.
The Arrest of the Now Convicted Criminal Mr. David Ohashi, P.Eng. did not occur until 2016!
That means Mr. David Ohashi, P.Eng. had $1.8 Billion of our tax dollars to harm my young family and the writer.
The Region of Halton knew and did absolutely nothing!!!

After all the above-mentioned extensive Threats including:
- The Industry Wide AECOM Thug Threats ‘Not To Have Anything To Do With The Writer Or It Will Be Considered A Conflict Of Interest With Regard To Your Contracts’,
- Criminal Harassment, Stalking, Ransacking of the writer’s Office at P&R (Now AECOM),
- The ROH Blacklisting Threat from Mr. Ohashi, P. Eng, HUSP Manager, ROH from within the ROH Municipal Offices,
- After the secret meeting between Mr. Ohashi and Mr. Hazenberg, E.I.T., NAC and the resulting approach by Mr. Hazenberg to my direct supervisor at North America Construction Ltd. (NAC) at the writer’s current workplace on the Burlington ROH WTP Project Upgrade in an attempt to get the writer fired,
The writer became fearful for the Safety and Welfare of his young children, his wife and the writer from Mr. Ohashi, P.Eng. and his network of Criminal Thugs.
Background
At this time the writer had recently relocated from Calgary, Alberta, Canada back to Burlington, Ontario, purchased his second home in Burlington, Ontario, the writer was a homeowner and tax payor in the Region of Halton (ROH).
The writer was a licenced Professional Engineer in both Ontario and Alberta where the writer had previously operated his company Boyes Engineering.
Since accepting a position at AECOM in 1998, all the above-mentioned criminal acts had been perpetrated because of the writer acting professionally and refusing to participate in Mr. Ohash, P.Eng’s criminal plans.
A Strange Past Event
The writer remembered a very discomforting experience where the writer’s truck did not start due to a bad battery at his P&R office location in Toronto.
The writer had simply planned to use the GO Train to return home and drive his other vehicle the next day to the office with a new battery. Mr. Ohashi insisted on giving him a ride to Burlington.
The writer explained it was faster to use the GO Train. Mr. Ohashi insisted giving the writer a ride to his home.
Upon arrival at the writer’s home, Mr. Ohashi stared at my home in a very long strange sick gaze.
At that point, Mr. Ohashi had already harassed the writer in the AECOM workplace. They were not friends.
A very strange and uncomfortable feeling came over the writer, he realized Mr. Ohashi was sizing up the writer’s home where his family lived. What was he doing?
In hindsight, the writer believes he was sizing up what it would take to harm my family and the writer if the writer did not comply with his obvious criminal plans for P&R (Now AECOM) and the Region.
The writer wondered what is exactly wrong with this man.
Remembering the incident and what had transpired since, the writer attempted to address this.
After some thought and research, the writer contacted Ms. Joyce Savoline, Chairperson, Halton Region Council explaining the threats and what had happened with the latest attempt by Mr. Ohashi (NAC) –-> Mr. Hazenberg (NAC) to terminate the writer from his current employment NAC.
The writer had never even heard of Mr. Hazenberg’s existence prior to this event.
Ms. Savoline advised the writer that she would investigate it.
After a couple of months, the writer re-contacted Ms. Savoline to get a status update. Ms. Savoline indicated that it takes time to perform an Investigation.
The writer continued working with NAC.
Mr. Hazenberg slowly started to have small conversations with the writer over time subtly inferring that the writer should be terminated.
The writer continued working for NAC, it appeared that Mr. Hazenberg was attempting to harass the writer on job site for the purpose of inducing the writer to make a mistake; a mis-step, so that the writer could be wrongfully terminated.
More time elapsed, the writer spoke with Ms. Savoline.
Ms. Savoline informed the writer that the Region could do not anything without paperwork.
More time elapsed, the writer hand-delivered the paperwork to Ms. Savoline’s secretary at her office in the Region of Halton’s Municipal Building.
The final telephone conversation with Ms. Savoline:
Ms. Savoline informed the writer that the Region of Halton was NOT prepared to do anything!
Despite many many reports to Authorities and the Region of Halton they all refused to act.
They did absolutely nothing!
On or about February 2003, the writer was wrongfully, constructively fired from his position with North America Consrtuction (NAC) within in an hour of Mr. Hazenberg, P.Eng. being promoted (Bribe) to the Project Manager's position on the Burlington WTP Upgrade in the Region of Halton (ROH).
Mr. Ohashi, P.Eng., Region of Halton (ROH) by his own declaration had a minimum of $100 million of our tax dollars each year.

20.2.3 In 2002, The final telephone conversation with Ms. Savoline: Ms. Joyce Savoline, Chairperson, Halton Region informed the writer that the Region of Halton was NOT prepared to do anything!
At this point, this had been continuing for approximately four (4) years.
Excerpt: Witness Statements 2005
In 2005, I met Mr. Rob Poland, Mechanical Foremen, North America Construction Ltd. (NAC) in Home Depot, Burlington.
Mr. Poland told me that Mr. David Ohashi had asked NAC for a kick-back. ($50,000)
In 2005, I met Mrs. Mary McCready, Receptionist, North America Construction Ltd. (NAC) in a grocery store located at Walkers Line and Upper Middle Rd. ,Burlington, Ontario.
Mrs. McCready told me that Mr. Hazenberg stated “Kick-Backs are just a fact of life when doing business with Halton Region” (Location: NAC Site Office, Burlington WTP)
At this point, this had been continuing for approximately seven years.
Since 1999, the writer has informed Halton Regional Police many times of the criminal activities related to Mr. David Ohashi, P.Eng. and his network of Thugs.
Preceding the dates of the Witness Statements the Police have done absolutely nothing!
After receipt of the above witness statement in 2005, the writer reported the details to Halton Regional Police Detectives.
The two Detectives said they would investigate. The writer assumed that they would attempt to follow reasonable norms of Police procedures and inquires by speaking first to the witnesses and taking written statements.
When the two detectives advised the writer that they had talked to Mr. Jonathan Hazenberg, P.Eng. (NAC) Thug #7? and Mr. Scott McPherson (NAC);the writer's former Supervisor and Project Manager, the Police were advised that there ‘was no problem’.
The Police effectively informed the writer that there was nothing to investigate. It was not because their employer was Halton Region and that they did not want to investigate their employer.
Of course, the investigation would have involved investigating NAC and Halton Region.
Well first, it is usually normal in an investigation to follow the evidence which would usually involve firstly questioning the witnesses, then continue with normal lines of inquiry.
Apparently, in this case they simple talked to Mr. Jonathan Hazenberg, P.Eng. (NAC) and Mr. Scott McPherson (NAC) both who had vested interests in saying that there were no problems.
Even though, there obviously were.
The writer believes that the investigation was not pursued because it absolutely would involve investigating The Region of Halton (ROH).
The fact is, if the Police do not actually Investigate, they will never find the Evidence!
No Investigation means no discovery of Evidence!
Note:
A Party with deeper pockets then the writer hired Private Detectives to perform the Investigation(s) that Halton Regional Police refused to perform!
In 2016, The Arrest of Mr. David Ohashi, P.Eng., ROH, Thug #0 A.K.A. ”The King Pin” In addition, subsequently Mr. David Norris, Sirron Systems, Thug #1?, Mr. Nicholas Rewa, P.Eng., ROH and his wife all arrested and charged.
This was the beginnings of the Halton Region Corruption Trials! Please read the News Article Archives in Appendix “A", it is self explanatory.
During 2006 - 2007, I was in the process of issuing Summons to multiple Witnesses in to prepare for an upcoming Trial in the Region of Halton.
The NAC employee witnesses that the writer first interviewed in 2005 were friendly and cooperative.
In 2006 – 2007 the same two Witness were demonstrably fearful of losing their jobs and hostile to testifying under oath in Court regarding North America Construction Ltd. and the Region of Halton.

Prior to the Trial, the writer in the process of issuing Summons to a number of Witnesses.
Here, the writer will cover the above two (2) witnesses by name:
i) Mrs. Mary McCready, Receptionist, North America Construction Ltd. (NAC)
Mrs. McCready when the writer discussed her testimony broke down into tears stating that she was approaching retirement age and that if the writer Summoned her to testify that NAC would fire her just like they fired the writer.
She became hysterical and demonstrated true extreme fear. Mrs. McCready terrified, pleaded not to call her.
ii) Mr. Rob Poland, Mechanical Foreman, North America Construction Ltd. (NAC)
Mr. Poland when the writer discussed his testimony became extremely animated, he informed the writer that he was going through a divorce and he did not want to be summoned.
Mr. Poland displayed fear for his job, then anger that would be summoned to testify.
Mr. Poland finally yelled in anger that if you Summon him that he would lie in Court.
He terminated the telephone call.
Both witnesses in 2005 freely volunteered their statements.
During the time preceding the Trial, they demonstrated true fear of losing their employment with NAC and could only be classified as hostile witnesses.
Another witness prior to Trial claimed an injury prevented him from testifying, complete with a medical note.
The witness, Mrs. Joyce Savoline, ROH Chairperson will be discussed briefly in the main body below.
Other witnesses and potential witnesses for the writer's side will not be discussed at this time for there protection.
The only witness that apparently did appear was Mr. Jonathan Hazenberg, P.Eng. as the sole witness for the Other Party.
A.K.A. The Pernicious Manipulator and Perpetrator Mr. Jonanthan Hazenberg, P.Eng., Mr. Ohashi’s Thug #7?
At this point, this had been continuing for approximately nine (9) years.
During the Summons process prior to Trial, the writer issued a Summons to Ms. Joyce Savoline, Chairperson, Region of Halton.
Based on events, Ms. Savoline appeared to ducked and dodge, utilizing her secretary to avoid necessary communications with the writer.
Her secretary informed the writer she is not available, she is on vacation, etc.
The writer discovered that Ms. Savoline was running for Political Office for the Ontario Conservative Party.
Ms. Savoline eventually was elected as a Member of Provincial Parliament (MPP).
Allegedly, Ms. Savoline MPP later resigned due to health issues.
Eventually, ROH legal counsel became involved in the process. The writer received a Sworn Affidavit from Ms. Savoline prepared by Region of Halton Legal Counsel.
The writer deduced upon review of the document(s) that Ms. Savoline had lied to the writer in 2002 about there being an Investigation.
Apparently, the most effort expended was a telephone call to a ROH employee.
The response effectively, that there ‘was no problem’
However, it did officially establish that the Region of Halton had been informed by the writer in 2002 and theRegion had done absolutely nothing!
Additionally, the writer verbally and in correspondence pleaded numerous times that the Region of Halton to Cease and Desist regarding the above-mentioned threats, stalking, harassment and slander w.r.t. their alleged ROH employee(s) misconduct.
ROH Legal Counsel advised that the writer may be charged with Criminal Harassment.
Really, a ROH homeowner, a ROH Taxpayer, a Senior Professional Engineer , a Husband and Father of two (2) Young Children trying to protect his family from a Now Convicted Criminal embedded in the ROH and his Associates.
This how the Region of Halton responds?
After the arrest of Mr. David Ohashi, P. Eng. in 2016 the Police called in the media for witnesses to come forward. They did!
In the media, the Region of Halton spun the story that essentially: ‘The Region of Halton is made up of good people, they were shocked to learn of the crimes internal to the Region of Halton’
They lied!
The writer had reported it endlessly, on many occasions, to many!
Nothing Was Done For Over a Decade!
The writer believes that the Region of Halton was involved in a massive cover-up.
The writer knows that the Region of Halton was informed since 2002 by the writer.
Halton Regional Police and many other Government Agencies since 1999 by the writer.
The writer believes that the Region’s failure to act makes them negligent, complicit and liable.
NOTHING WAS DONE!
Mr. Ohashi, P.Eng., Region of Halton (ROH) by his own declaration had a minimum of $100 million of our tax dollars each year.
The Arrest of the Now Convicted Criminal Mr. David Ohashi, P.Eng. did not occur until 2016!
That means Mr. David Ohashi, P.Eng. had $1.8 Billion of our tax dollars to harm my young family and the writer.
The Region of Halton knew and did absolutely nothing!!!
Mr. Ohashi's Planning Phase: Year 16 - Completed.
Mr. Ohashi's Execution Phase: Year 9 - 18 Executed. Then Arrested!!!
Approximate Minimum Calculation To Date 2007: That means Mr. David Ohashi, P.Eng. had $900 Million of our tax dollars to harm my young family and the writer.
Approximate Minimum Calculation To Date 2016: That means Mr. David Ohashi, P.Eng. had $1.8 Billion of our tax dollars to harm my young family and the writer.

In 2005, I met Mr. Rob Poland, Mechanical Foremen, North America Construction Ltd. (NAC) in Home Depot, Burlington.
Mr. Poland told me that Mr. David Ohashi had asked NAC for a kick-back. ($50,000)
In 2005, I met Mrs. Mary McCready, Receptionist, North America Construction Ltd. (NAC) in a grocery store located at Walkers Line and Upper Middle Rd. ,Burlington, Ontario.
Mrs. McCready told me that Mr. Hazenberg stated “Kick-backs are just a fact of life when doing business with Halton Region. (Location: NAC Site Office, Burlington WTP)
At this point, this had been contining for approximately seven years.
Witness Statements 2006 - 2007 Updated - Summons Process Pre- Trial
Prior to the Trial, the writer in the process of issuing Summons to a number of Witnesses.
Here, I will cover the above two (2) witnesses by name:
i) Mrs. Mary McCready, Receptionist, North America Construction Ltd. (NAC)
Mrs. McCready when the writer discussed her testimony broke down into tears stating that she was approaching retirement age and that if the writer Summoned her to testify that NAC would fire her just like they fired the writer.
She became hysterical and demonstrated true extreme fear. Mrs McCready terrified, pleaded not to call her.
ii) Mr. Rob Poland, Mechanical Foreman, North America Construction Ltd. (NAC)
Mr. Poland when the writer discussed his testimony became extremely animated, he informed the writer that he was going through a divorce and did not want to be summoned. Mr. Poland displayed fear for his job, then anger that he will be called to testify.
Mr. Poland finally yelled in anger that if you Summon him that he would lie in Court. He terminated the telephone call.
Both witnesses in 2005 freely volunteered their statements.
During the time preceediing Trial they demonstrated true fear of losing their employment with NAC and could only be classified as hostile witnessses.
Another witness prior to Trial claimed an injury prevented him from testifying, complete with a medical note.
The wittness, Mrs. Joyce Salovine, ROH Chairperson will be discussed briefly in the main body section 40.2.3
Other witnesses and potential witnesses for the writer's side will not be discussed at this time for there protection.
The only witness that apparently did appear was Mr. Jonathan Hazeneberg, P.Eng. as the sole witness for the Other Party.
