In 1998-1999, Mr. David Ohashi P.Eng., Water Wastewater Manager for Proctor & Redfern (P&R) (Now AECOM - Previousy, Earthtech) while on company paid time acted as a driver on a vacation trip to the USA for Senior Management Staff of the Regional Municipality of Peel.
The government employees of the Regional Municipality of Peel included Mr. Mark Schiller, his direct boss, and another ranking government employee.
Mr. Ohashi subsequent to the trip complained that although he was paid for his time Proctor & Redfern (Now Earthtech), a well-known Municipal Consulting Firm would only pay for a portion of the vacation trip expenses because they did not wish to leave an audit trail.
Mr. Ohashi stated, "This is business development. Mark Schiller has given millions of dollars of work to P&R without us even having to bid on it, and he will give more because of this trip"
With regard to the award of the South Peel Operations contract valued at $200 to $300 million dollars, Mr. Ohashi stated that he felt it would be beneficial to the established Ontario Municipal Consulting Firms; who have existing relationships with the Ontario Clean Water Agency (OCWA), if OCWA won the operations contract rather then the
French and US companies who were competing for the government contract.
Note: These companies in some cases spent approximately a million dollars in the preparation and submission of their responses to this government tender.
Mr. Ohashi stated that he was concerned that if the French or US companies won the contract they would provide engineering consulting work to firms outside of Ontario.
Mr. Mark Schiller, Regional Municipality of Peel was the individual reviewing and making recommendations on the bid package submission for the South Peel Operations Contract both in the Municipal building located at 10 Peel and in his home.

Nicolas REWA, 55 years, Mississauga, (Halton Region – Public Works Manager) was charged with 2 counts of Fraud over $5000, 2 counts Municipal Corruption, 2 counts Secret Commissions, 1 counts Laundering proceeds of crime, and 1 count of Property obtained by Crime, Halton’s former public works manager Nicolas Rewa, 55, was found guilty of defrauding the region of approximately $770,000 through falsely awarding service contracts to Hamilton-based company Sirron Systems Inc.
According to court documents, Rewa used the money obtained to purchase a house, among other items, and later transferred the ownership of the property into his wife’s name in an attempt to conceal the source of the funds.
Rewa a Former Halton Region employee has been sentenced to three years in jail for a number of fraud-related offences that took place between January 2008 and April 2017.

Erin is a highly motivated executive with a proven track record of leadership, with extensive background in Regional government and the private sector and a future-focused approach to driving results. Her interest in innovation fuels her pursuit of excellence as a municipal leader and positions her to lead York Region in a new era of growth and innovation.
Erin’s experience spans more than 35 years in operations and executive management. She is well versed in developing multi-year strategic plans, leading transformational change, delivering complex business plans and budgets, driving delivery of large-scale capital infrastructure annually, applying effective risk management and advancing innovative projects with other levels of government. Her strong financial acumen, advanced knowledge of customer strategies and sustaining partnerships are vital to delivering results.
Erin holds a Bachelor of Science (Honours) from Memorial University of Newfoundland and a Master of Engineering from the University of Western Ontario. She is past Chair of the Regional Public Works Commissioners of Ontario, has served on the board of WaterTAP, a Canadian water technology accelerator, and the 2021 Douglas Wright Engineer-in-Residence at the University of Waterloo.

Erin Mahoney oversees water and wastewater services, waste management, forestry, corporate asset management and corporate energy for York Region's 1.2 million residents and 28,000 businesses.
She is the past chair of the Regional Public Works Commissioners of Ontario and has more than 25 years of public and private sector experience on projects involving water and wastewater treatment, waste management, environmental legislation and public engagement. Mahoney is a member of the American Water Works Association, Toronto Board of Trade, Canadian Water Network and American Public Works Association.
SDTC is a foundation created by the federal government that works with Canadian companies to help them accelerate new clean technologies and bring their ideas to market.
Navdeep Bains, Minister of Innovation, Science and Economic Development, announced Mahoney's appointment, as well as the appointments of Annette Verschuren as chair of SDTC's board of directors, and Jill Earthy as a director.
Verschuren is currently Chair and CEO of NRStor Inc., an energy storage development company. Formerly, she was president of Home Depot Canada and Asia, overseeing the massive growth of the company's Canadian operations, can president and co-owner of Michaels of Canada, where she opened 17 stores in 26 months.
She is a board member of Liberty Mutual Insurance Group of Boston, Air Canada, Saputo and Canadian Natural Resources Limited. In addition, Verschuren is a board member of CAMH Foundation, the Rideau Hall Foundation and the MaRS Discovery District. She also co-chairs the Smart Prosperity Initiative, which is mapping out a course to a stronger, cleaner economy for Canada.
Earthy is currently the Head of Female Funders, a Vancouver-based investment company whose mission is to increase diversity in the investment and tech industries.
Prior to that, she was Chief Growth Officer of FrontFundr, an online platform connecting entrepreneurs and investors.
Her previous roles include Regional Director for BC & Yukon of Futurpreneur Canada and CEO of the Forum for Women Entrepreneurs.
Earthy serves as a Director on the Board of Governors for Simon Fraser University, as Board Chair of the Women's Enterprise Centre and as co-Founder of the WEB Alliance.

10.2.1 I started writing this chapter complete with psychological observations and evaluations, business management perspectives thoughts relevant to the practice of engineering.
I was up to 50 pages, when I remembered; this is the teaser series not the full novel.
To be more concise, I accepted the position as a Senior Engineer to work on and lead another large Automation SCADA Project in the practise of my engineering vocation.
To give you some idea of the background and environment at P&R (Now AECOM), please read some of the 'Flags' on this 'Ship Of Fools'

Soon after commencing employment with P&R, Mr. David Ohashi, P.Eng. Water Wastewater Manager (P&R) asked the writer a question: 'Have you heard anything about lawsuits or legal action in industry related to me from my former employer?'
The writer responded No, Why? Who was your last employer?
Mr. Ohashi replied, 'Thorburn Penny (TPL) they were purchased by Philips Utilities'
The writer wondered to myself, why would you ask me such a question.
What were you involved in? What did you do to your previous employer?

Early into my employment, the writer was asked to attend meetings with Mr. Andrews, P.Eng., President P&R related to Toronto's selection 'Best Practices' process of Automation SCADA Equipment for Toronto, Ontario Canada.
The role was to observe, assess, review drawings for P&R.
The writer had attended many meeting over the years, in many industries small business, medium and large corporations; some business development and others as a technical advisor.
During the process, an Engineer from another firm, interrupted the meeting and asked what a very telling question would much later be:
'Why is it that the same companies always win the contract(s)'

In March 1998, Mr. Ron Whitmell approached the writer. Mr. Whitmell informed the writer that he had serious concerns about Mr. Morgan’s competency and that he felt that the writer should consider taking over the instrumentation department as the Engineering Manager.
Mr. Whitmell informed the writer that Mr. Morgan would sign his name to his work and take credit for it.
The writer informed Mr. Whittmell that Mr. Morgan had edited the writer's report on one of his projects and signed his name to it.
The writer questioned Mr. Morgan. Mr. Morgan said that his father had been an English Teacher, Mr. Morgan claimed to be a 'Word Smith'
The conversation continued and Mr. Whittmell described projects where Mr. Morgan and Mr. Dillane had created problems onsite.
One was a pipeline project in Ontario. Upon listening, the writer asked if this was the name of the pipeline project.
Mr. Whittmell confirmed it was.
The writer some years past had been commissioning a large gas pipeline district station (SCADA) in Saskatchewan, Canada when he received calls from a young Engineer working in Ontario who said he was going to quit his position as he was trapped onsite with two (2) idiots and could not leave.
He had nicknamed them Heckle and Jeckle for their perceived incompetence.
The writer advised him, to reconsider and speak to the Project Manager based in Calgary, Alberta. He did.
Mr. Whittmell confirmed that it was indeed Mr. Morgan and Mr. Dillane. Mr. Whittmell had heard of the problem from within P&R.
Mr. Whitmell said he was fed up and would be moving to another position within the company. He had enough.
Mr. Whitmell informed the writer that he was going to discuss this whole situation with Mr. Rod Holme, P.Eng., Vice President.
The writer informed Mr. Whitmell that he had been hired for a completely different function and intended to pursue the career path offered by P&R.

Mr. Russell Racey, C.E.T., Computer Systems Integrator, Instrumentation and Automation, echoed Mr. Whitmell’s concerns even more strongly. Mr. Racey demanded that the writer protect him, P&R’s clients and the public from Mr. Morgan.

Alleged by Mr. Ohashi:
i) Mr. Ohashi alleged that P&R had greatly fall behind with respect to its receivables and that over 300 employees had been let go.
Mostly, the younger talent with the 'Politicians' remaining.
ii) The remaining had purchased stock in P&R stock.
I asked why do they not just sell it? Mr. Ohashi said because it is privately held and if they try, P&R would modify the charter such that it would reduce the amount they get.
It sounded like a Captive Capital Pool.
Mr. Ohashi alleged that the only way for P&R to get their money out is if P&R was purchased by a larger Engineering Company.

Sometime after the contract award for the South Peel SCADA System Upgrade to Serdek Automation.
Mr. Ohashi, P.Eng. Alleged, in a sarcastic but threatening manner be careful, Erin Mahoney has a history of clawing back contracts that are awarded after substantial work had been performed by the Engineering Sub-Contracting Company, then NOT paying them.

- To the writer, 'In industry there are different levels of competence:
- The highest is in the Nuclear Industry, then;
- The Petro- Chemical Industry, then;

- The lowest is in the Municipal Industry.
The average level of competence in this industry is Incompetence!
Mr. Ohashi, P.Eng. alleged that if he had focused on engineering, he could have been a better Engineer, instead he made contacts in regions all over Ontario'

Alleged by Mr. Ohashi, P.Eng., 'Some years prior there had been a Bio-Solids Plant Project by (P&R) located on the Hamilton Wentworth - Halton Region Border.
The process design had not been performed properly.
The component stages (Departments) of the process worked independently but when operated together in the overall plant process they failed to integrate (work).
They managed to make it operate for tens of hourly only!
Why? To pass the contract completion requirement.
There was a massive lawsuit'

Before even knowing of Mr. Claudio Cuffalo's existence.
While in Mr. Ohashi's office, Mr. Ohashi rages and throws Mr. Claudio Cuffalo's resume at me.
'I am going to get him hired'
'He is part of this industry! You are not! When I leave P&R, I will have a job! You will never work again!
Keep it, it is yours!'
Furthur, after this threatening outburst, I enquired to colleagues in industry as to whom Mr. Claudio Cuffalo was.
Allegedly, the response(s) indicated that:
- Mr. Cuffalo worked for Zenon Environmental.
- Mostly, small water plant projects in the third world.
- Mr. Cuffalo was known to be the type to beat his chest and yell it will be done my way.
- A Thug, who was on the verge of being terminated from Zenon Environmental for workplace bullying.
The writer contacted the University and College(s) on the resume that Mr. Ohashi threw in my face and then gave to me.
The Response(s):
- Allegedly, Mr. Cuffalo never graduated from University or College. He enrolled in programs but did not complete more then a course at best.
- It appeared he was a high school graduate.
The writer's next encounter was much later, aggressive emails, voicemails, clawing back of awarded P&R contracts, my office was ransacked and items stolen, when I was off sick with the flu for some days.
Fellow co-workers informed the writer that that Mr. Cufallo had slandered the writer saying that he had taken files from P&R relating to the project that the writer was Project Manager on, The Peel Region SCADA Upgrade.
The writer met with Mr. Greg Marks General Manager P&R and Mr. Stuart Angus.
The writer walked Mr. Marks to the Master Engineering File Cabinet (P&R) Head Office, located just feet from Mr. Cuffalo and Ms. Mahoney's offices.
Looked up the Project File Number. All files were present and accounted for.
The writer had self-terminated his employment at this point for professional and safety reasons for his family and himself.
Mr. Greg Marks, Mr. Stuart Angus and the writer had reached a professional understanding.
The writer believed that we all could move forward with our lives, career sand business(s).
The writer held no animosity to P&R. He intended to pursue new challenges.
Shortly after, P&R colleagues and friends informed the writer that Mr. Cuffalo in P&R's head office was continuing to make angry negative statements regarding him.
The writer never actually knew this Subject.
Including, that there was too much Project Management Documentation in the files.
It was noted, the writer continued forward with his career, business and life, not looking back.
In the weeks following, I had employment/contract opportunities held out, interest expressed, and job offers. Some in the USA for about $150,000 (USD).
Then, the threats to the writer started Again!
These included consulting and engineering companies in industries having threats being issued. If they had anything to do with the writer or his company, which had been dormant during his employ with (P&R).
Allegedly, these reported threats came from within Regional Government(s) in Ontario and Proctor and Redfern Ltd. before and after the purchase by Earth Tech, now AECOM.
Allegedly, the slander, the threats, the stalking and the execution of Mr. Ohashi's Sanctions came specifically for the most part from these primary individuals:
- Mr. David Ohashi, P.Eng. (ROH) (Convicted Criminal);
- Mr. Claudio Cuffalo, Layman (AECOM);
- Ms. Erin Mahoney (AECOM) (Named In Trudeau's STDC Scandal);
- Mr. Lynn Morgan (AECOM);
- Mr. David Norris (Sirron Systems) (Convicted Criminal);
- plus, others.
Further, a senior colleague and friend, still within P&R; expressed:
I do not understand why they are doing this? They have children and families too!
The writer enquired; can you think of any reason?
The colleague replied, 'You were like the Golden-Haired Boy. You are very technically competent in multiple areas of engineering, project management and business development.
You accomplished in six months, what many have promised for years; and never accomplished at P&R.
You succeeded! They have been embarrassed in front of senior management by your success'
10.2.2 Compilation of Events - Partial Excerpt
Jeremy Butler, Placement Consultant, acting as an agent for Proctor & Redfern Limited, approached the writer without solicitation or invitation from the writer.
Mr. Butler held out promises of an employment opportunity with Proctor & Redfern Limited and a very specific career path. Upon completion of an interview and negotiation process, Proctor & Redfern Limited held out the same promises with respect to employment and career to the writer.
On February 13, 1998, the writer accepted the employment offer from Proctor & Redfern Limited (P&R).
For the record, P&R lured the writer away from a full time employment position in Burlington, Ontario very close to the writer’s residence. (See attached Offer letter dated February 13, 1998)
Mr. Butler later informed the writer that he himself had some reservations about placing the writer at P&R. The reason being that Mr. Butler had been looking for someone to fill this position for over one (1) year.
The writer met the requirements of the position perfectly and Mr. Butler knew exactly the type of individual who P&R was looking for based upon the criteria that P&R provided Mr. Butler.
However, Mr. Butler strongly suspected that P&R did not understand what they really wanted themselves.
Later, Mr. Butler admitted that the writer had not been allowed to assume the position that he had been hired for.
Mr. Butler stated that the writer “might as well be flipping pancakes for a living because this is doing absolutely nothing to further your career”
March 2, 1998
The writer commenced employment at Proctor & Redfern Limited.
March 3, 1998
The writer met with Mr. Lynn Morgan, P. Eng., Manager of Instrumentation and Automation to discuss the writer’s short, medium and long term objectives.
Mr. Morgan informed the writer that there is no point in setting objectives at P&R because the writer cannot accomplish any objectives due to the management problems at P&R.
Mr. Morgan has stated many times, during the writer’s year plus employment period with P&R, that the writer can not accomplish his goals or assume the position he was hired for because of a long list of Mr. Morgan’s personal issues with regard to P&R management and it’s policies.
March 5, 1998
The writer developed his own Goals List independent of Mr. Morgan. The writer typed up his resume for P&R.
During the writer’s year plus employment period with P&R, Mr. Morgan has never assigned the writer to any projects.
Mr. Ron Whitmell, C.E.T., Project Leader, Instrumentation and Automation assigned the writer to the three (3) projects, which the writer participated in.
The duration of these projects was to last a total of a couple of months to provide the writer with an introduction to the P&R system prior to the writer assuming the position he was hired for.
The Burlington Wastewater Plant SCADA Project Upgrade.
The writer successfully completed the three projects and more:

City of London, SCADA Due Diligence Audit;

Elgin and Huron Water SCADA Systems, Due Diligence Auditor/Analyst;

Regional Municipality of Waterloo, Radio Feasibility Study, Radio Communications Feasibility Study and Long Term Implementation Planning;

Regional Municipality of Hamilton-Wentworth, SCADA Strategic Plan Review, Strategic Plan Review of the Water Distribution and Wastewater Collection SCADA System;
During the writer’s year plus employment period with P&R, the writer has never been allowed for even one (1) day to assume the employment position that was held out to the writer by P&R.

After watching a Senior co-worker attempt to figure out a PLC Specification Sheet for several days. I enquired, what experience he had in the Automation Industry. His answer made me concerned w.r.t. our ability to perform on projects with the current staffing levels. He said, I trying to learn.
The writer received permission from Mr. Ohashi to perform a Skills Survey on the Water Wastewater Automation Group' staff to assess our capability to perform on upcoming projects.
The writer prepared a question based spread sheet.
It included Electrical Engineering, Cable Layout, MCC's, MCC Schematics, P&ID Drawings, Instrumentation, Panel Design, System Design, PLC, DCS, RPU, RTU, Computer based and Industrial Human Machine Interfaces (HMI/MMI) Specification, Configuration, Programming, Communications, Systems Engineering Drawings, Process Engineering, Documentation, Post Project Support, Presentations, Training, etc.
Skills that an Engineer may need in an Engineering or Systems Integration Company.
I conducted brief assessments with all the Department members. Fiinally Mr. Morgan the Instrumentation Department Engineering Manager.
The Results were awakening.
Mr. Morgan said NO to all the skills areas. I asked, what related skills do you have?
Mr. Morgan said, I specified some instrumentation about 15 years ago. I have not done any for at least 10 plus years.
Later, I was made aware that Mr. Morgan had allegedly falsely cultivated a reputation in industry via his apparent miscreant methods of being a 'SCADA Guru'
Acronym SCADA: Supervisory Control Automated Data Acquisition System
The only department member other them myself that had related skills and experience was Mr. Russel Racey.
I vetted Mr. Racey confirming he was quite technical skilled, experience and capable. Mr. Whitmell had already left the departmental group, as he previously stated.
Mr. Morgan has on many occasions admitted that he has no automation, control systems, communications or computer expertise. His expertise is field instrumentation and he has allowed himself to become out of date in that field. Mr. Holme confirmed this.
In April, 1998, Mr. David Ohashi, P.Eng., Manager Water and Wastewater Group, informed the writer that he had only two (2) choices: one (1) that the writer could become the Instrumentation Department Engineering Manager or that the writer had to leave the department and go work for Mr. Jamie Powell in the Information Systems Department.
Mr. Ohashi informed the writer that he only had these two (2) choices and that the position that the writer had been hired for was not an option. The writer informed Mr. Ohashi that he intended to pursue the career path offered by P&R and the position he had accepted in his job interview.
Mr. Ohashi, as an agent of management, offered the writer the Engineering Manager’s position over fifty (50) times until the writer finally accepted the position.
Note: There was no written job offer, no commensurate financial compensation, no budget, etc. I was very skeptical.
Mr. Ohashi informed the writer that Mr. Rob Andrews, P.Eng., President, supported this action and if Mr. Ohashi had any trouble in getting the writer installed as the Engineering Manager that Mr. Andrews would make sure that it happened.
Mr. Ohashi informed the writer that the writer would have to discuss this with Mr. Rod Holme but it was a formality.
It never happened!
I enquired to Mr. Ohashi as to why Mr. Andrews did not follow though. Mr. Ohashi alleged that Mr. Andrews wanted 'Plausible Deniability' This is the first time that I heard this phrase at P&R but NOT the last time.
May 5, 1998
The writer scheduled a meeting with Mr. Morgan, Mr. Dillane, C.E.T., Instrumentation and Automation, and Mr. Ohashi to discuss the proposed Concise Business Plan that the writer had prepared for the Integration of Automation Technologies and Information Systems Technologies.
The meeting was scheduled for 10:00AM, however, the above-mentioned subjects met without the writer at 10:00AM to discuss another alleged project.
At 11:30AM these individuals left the meeting, the writer suggested that we meet after lunch. Mr. Morgan informed the writer that they had already covered the subject of Integration of Automation Technologies and Information Systems Technologies in the meeting they just had and that they would be busy later this afternoon and could not meet with the writer.
The writer suggested that we meet for fifteen (15) minutes so that he could quickly present the plan. Mr. Morgan agreed but did not want to meet in a conference room. The writer had to present a rushed version of the plan on the office floor.
The writer went to lunch with Mr. Morgan, Mr. Dillane and Mr. Ohashi where discussion of the plan continued.
Mr. Ohashi informed the writer that he should possibly consider leaving P&R and starting his own company, if the writer wanted to accomplish the goals that he was hired by P&R to implement.
Mr. Morgan, Mr. Dillane and Mr. Ohashi had no interest in discussing any other possible options or solutions.
During the writer’s year plus employment period with P&R, Mr. Lynn Morgan, Mr. Dillane and Mr. Ohashi provided no support, what so ever, towards the purpose for which the writer had been hired.
These gentlemen on many occasions demonstrated by their actions and words that the writer would not be allowed to assume the position that he had been hired for and expressed verbally that the writer should leave P&R.
June 1998
The writer was forced into a Project Management position against his will, and above the writer’s objections.
The writer was forced to assume the role of Project Manager on the South Peel SCADA Project by Mr. Ohashi.
The duration of the project was to run until the end of 1999.

In 1998-1999, Mr. David Ohashi P.Eng., Water Wastewater Manager for Proctor & Redfern (P&R) (Now Earthtech) stated that he had been planning his career over the last 13 plus years in the consulting business, making contacts in all the Municipalities throughout Ontario.
Mr. Ohashi reported that his retirement portion of his plan was to secure a position as a government employee were he could provide his friends with government contracts.
Specifically, Mr. Ohashi wanted to secure a senior management position in Municipal Government in either the Regional Municipality of Peel, or Halton Region.

Mr. Ohashi reported that he planned on providing Mr. David Norris, Sirron Systems Inc. with contracts for SCADA services (Automation and Instrumentation). Mr. Norris ran a one-man company off of his kitchen table in a small apartment at the time. (See attached resume)

Mr. Ohashi P.Eng., Water Wastewater Manager for Proctor & Redfern (P&R) made proposition(s) to the writer (Project Manager) that would require the writer to give Mr. Norris, Sirron Systems Inc. $250,000 of SCADA contract work on the South Peel SCADA Upgrade Project at inflated rates, and in return when Mr. Ohashi secured his government position he would allow the writer to open his own business and get government contracts without having to worry about bidding on them.
The writer refused this proposition from Mr. Ohashi.
Follow-up:
Mr. Norris, Sirron Systems moved to Carlisle, Ontario purchased a large home, has hired many employees and has a fleet of trucks, he performs all the SCADA work for Halton Region, except for some major plant upgrades. Sirron trucks and vans can be seen in front of the Burlington WTP, Burlington Skyway Plant, the Mid Halton Plant, etc. every week. Sirron Systems is paid higher then industry standards rates for its services.

Mr. Ohashi reported that he planned on providing his friend Mr. Tim Sutherns, P.Eng. contracts to develop Regional Standards. Mr. Sutherns was an engineer with Acres at the time.
Mr. Sutherns quit his position with Acres opened a company called Eramosa Engineering Inc. and developed the Halton Regional Standards.

It must be noted that it appears that there is presently serious problems with the Halton Regional
Standards, especially with the SCADA Tag standards. The Region of Halton (ROH) operations staff cannot understand them. Experienced established engineering vendors report that cannot make sense of them.
The ROH operations staff at the Burlington WTP have insisted that English language description be provided on all instruments, as the ROH Tag Standard is so poor.

In 1998-1999, Mr. David Ohashi P.Eng., Water Wastewater Manager for Proctor & Redfern P&R) (Now Earthtech) reported to the writer that while on company paid time he acted as a driver on a vacation trip to the USA for Senior Management Staff of the Regional Municipality of Peel.
The government employees of the Regional Municipality of Peel included Mr. Mark Schiller, his direct boss, and another ranking government employee.
Mr. Ohashi subsequent to the trip complained that although he was paid for his time Proctor & Redfern (Now Earthtech), would only pay for a portion of the vacation trip expenses because they did not wish to leave an audit trial.
Mr. Ohashi stated, "This is business development. Mark Schiller has given millions of dollars of work to P&R without us even having to bid on it, and he will give more because of this trip"
With regard to the award of the South Peel Operations contract valued at $200 to $300 million dollars, Mr. Ohashi stated that he felt it would be beneficial to the established Ontario Municipal Consulting Firms; who have existing relationships with the Ontario Clean Water Agency (OCWA), if OCWA won the operations contract rather then the French and US companies who were competing for the government contract.
Note: These companies in some cases reportedly spent approximately a million dollars in the
preparation and submission of their responses to this government tender.
Mr. Ohashi stated that he was concerned that if the French or US companies won the contract they would provide engineering consulting work to firms outside of Ontario.
Mr. Mark Schiller, Regional Municipality of Peel reported that he was the individual reviewing and making recommendations on the bid package submission for the South Peel Operations Contract both in the Municipal building located at 10 Peel, and in his home.
Mr. Ohashi had a very personal relationship with Mr. Schiller; Mr. Ohashi reported that the visited Mr. Schiller in his home while Mr. Schiller reviewed and evaluated the submission packages.
Mr. Schiller drank alcohol while Mr. Ohashi did not. Mr. Ohashi reported that he influenced Mr. Schiller's decision.
Mr. Ohashi later stated, "Mark is a nice guy but he is not that smart and needed help in deciding on what to do"
OCWA was awarded the contract.

The writer met with Mr. Moosa Ismail, Vice President and Mr. Holme to discuss the writer assuming the position of Engineering Manager.
October 19, 1998
The writer met with Mr. Ismail and Mr. Rod Holme a second time to discuss the writer assuming the position of Engineering Manager.
December 9, 1998
The writer met Mr. Rod Holme.
The writer directly asked Mr. Holme, do you want me to assume the Engineering Manager’s position? Yes or No?
Response: Mr. Holme did not respond.
The writer directly asked Mr. Holme; do you want me to assume the position that I was hired for?
Yes or No?
Response: Mr. Holme did not respond.
The writer directly asked Mr. Holme, do you want me to in the company?
Yes or No?
If not, the writer would consider a settlement package of sufficient size that the writer could rebuild his life and career while not putting the writer’s family at a financial disadvantage.
Response: Mr. Holme did not respond.
The only response that Mr. Holme would give was that he wanted the writer to focus on the South Peel SCADA Project and ensure that it was successful.
Shortly after this meeting, the writer met with Ms. Erin Mahoney, P.Eng., Principal and discussed the above conversation.
The writer again put forward the option of P&R providing him with a settlement package so that the writer could rebuild his life and career while not putting the writer’s family at a financial disadvantage.
Response:
Ms. Mahoney reassured the writer and emphasized that the writer should focus his attention on the South Peel SCADA Project.
February 12, 1999
The writer observed that his office bookshelf had been removed from his office at P&R, 45 Green Belt Drive, Don Mills Ontario.
The contents of the bookshelf appeared to have been thrown onto a table, spilling onto the floor.
February 19, 1999
The writer observed that his office chair had been removed from his office at P&R, 45 Green Belt Drive, Don Mills Ontario.
The writer performed a quick search of the local offices and found the missing chair in Mr. Morgan’s office.
The writer returned the chair to his office at P&R, 45 Green Belt Drive, Don Mills Ontario.
When Mr. Morgan came into the office, Mr. Morgan stated, “Oh you must need the chair more than me” Mr. Morgan then walked away.
Later the writer asked if Mr. Morgan knew who had taken the writer’s bookshelf the previous week. Mr. Morgan replied “If you are not in the office you can not expect that anything will remain in your office”, Mr. Morgan then walked away.
February 26, 1999
The writer observed that his office table had been removed from his office at P&R, 45 Green Belt Drive, Don Mills Ontario.
The writer’s office appeared to have been ransacked with documents being strewn on the floor.
The writer picked up the documents, returned some to the offices from which they had been sourced and placed the remainder of what was left in P&R files and in the P&R system.
At that point, the writer’s office was essentially empty. The writer could not leave anything in his office at P&R, 45 Green Belt Drive, Don Mills, Ontario because Mr. Morgan had informed the writer “ you can not expect that anything will remain in your office”
March 2, 1999
The writer’s one (1) year anniversary date with P&R.
Follow-up Note: As of April 30, 1999, the writer had not been provided with a one (1) year review by Mr. Morgan or Mr. Holme or anyone.
March 2, 1999
Mr. Ohashi informed the writer that P&R management is planning on terminating the writer’s employment as soon as the South Peel SCADA Project is completed or when it is sufficiently completed for Mr. Claudio Cuffolo to take over.
Mr. Ohashi further stated that the reason the writer is not being allowed to assume the position for which the writer had been hired for or the engineering manager’s position was not because the writer had not performed exceptionally, he had. It was because P&R knew that the writer would not invest the $80,000 to $180,000 into the company that principals were encouraged to do.
Mr. Ohashi further stated that it was not personal. It was just the way that P&R did business. P&R principals are extremely fearful of senior staff leaving the company. P&R will not allow anyone to assume the type of high technology position that the writer was hired for because they are civil engineers and do not understand the technology or the associated business sector. The only way that the writer would be able to assume the position he had been hired for would be if the writer invested in P&R. In other words, enter into personal servitude with P&R having leverage over the writer’s personal finances.
Mr. Ohashi stated that P&R knows that you will never invest and therefore you are finished. The writer responded, if that is the type of financial commitment that is required, P&R should have disclosed it to me prior to the job offer. Mr. Ohashi stated, if they did, no one would ever accept a job offer as it is such a bad deal.
The writer was informed later that P&R intended to discredit the writer professionally.
Note: Mr. Ohashi left the employ of P&R on March 5, 1999
Prior to leaving P&R, Mr. Ohashi in conjunction with Ms. Erin Mahoney P.Eng., Divisional Manager, Water & Wastewater Group arranged for the hiring of Mr. Claudio A. Cuffolo as the Engineering Manager, Instrumentation & Automation, P&R.
Mr. Cuffolo is not a P.Eng., and after a brief investigation it appeared that Mr. Cuffolo did not graduate from college nor University, Mr. Cuffolo is a friend of Mr. Ohashi. (See attached resume)
March 18, 1999
Ms. Mahoney, P.Eng., who self admittedly has no technical expertise and very little understanding in the area’s of automation, control systems, SCADA systems and information systems and Mr. Cuffolo, who is not a Licensed Professional Engineer in the Province of Ontario and who has had no involvement in the Peel Project, jointly and summarily dismissed and over ruled the writer’s very serious concerns both as Project Manager and as a Licensed Senior Professional Engineer with regard the Project, Public Welfare and Public Safety.
Please refer to the stamped Special Occurrence Reports (SOR’s), dated March 22, 1999, referenced as SOR990322-1 and SOR990322-2 and entered into the P&R Project File Number EO-98453-A.
Note:
Dallas Stinson a government employee in the Regional Municipality of Peel wrote a letter to his superiors stating concern for the Essential Services Drinking Water System in Peel Region.
The writer also submitted documentation to the same effect to P&R, then withdrew as Project Manger on the Peel Region project on April 26, 1999, and left P&R for professional reasons on April 27, 1999.
April 7, 1999
Ms. Mahoney left the writer a voice mail message indicating that Mr. Morgan informed Ms. Mahoney that the writer had, in the his possession, a System Architecture Drawing and the Work Scope Document for the South Peel SCADA Project.
The writer had previously informed Ms. Mahoney that he did NOT have these documents in his possession.
Ms. Mahoney insisted that the writer have these documents delivered to Ms. Mahoney by noon on Thursday April 8, 1999.
Ms. Mahoney stated “the other thing is that taking a look at your office, it looks like, I guess, according to Lynn (Mr. Morgan) there was a System Architecture Drawings up on the wall which seems to be gone, as well as, the documents that was on your bookshelf.
I am just wondering where these documents are, if you have taken them for project purposes. That’s fine but could we get copies left with us here in the office for our reference”
The writer did NOT have these items in his possession.
The writer, on his own time and at his own expense, traveled to P&R’s office located at 45 Green Belt Drive, Don Mills, Ontario. The writer opened P&R’s project file cabinet pulled the allegedly missing documents, photocopied them, put the original documents back in the file and placed the copies on Ms. Mahoney’s desk.
It should be noted that the project file cabinet, which contains the project documents, is approximately ten (10) feet from Ms. Mahoney’s office.
The writer informed Ms. Mahoney by voice mail of exactly where the documents actually resided and informed Ms. Mahoney of the unauthorized removal of office furniture and possibly project data from the writer’s office on February 12th, 19th and 26th, 1999.
Ms. Mahoney never respond to the writer again with regard to the alleged missing project documents but did issue an e-mail on April 8, 1999 regarding the removal of office furniture.
April 21, 1999
The writer sends an e-mail message to Mr. Morgan that the writer is sick and will not be into work on April 21, 1999 at 7:33 AM.
April 22, 1999
The writer sends an e-mail message to Mr. Morgan that the writer is still sick and will not be into work on April 22, 1999 at 7:37 AM.
At 11:49 AM, Ms. Mahoney e-mails the writer to “Please come to the head office for a meeting with me and Claudio at 10:00AM on Friday April 23. This meeting is mandatory. Confirm your attendance with me by e-mail or voice by 5 PM today.”
At 1:21 PM, the writer responds to Ms. Mahoney by e-mail “I am sorry but I can not attend due to health reasons. If you could please respond via e-mail as to the nature and agenda of this meeting, I will re-schedule ASAP”
Note: Ms. Mahoney has never responded as to why this meeting is being held, its purpose or the agenda. The writer does not understand what a “Mandatory Meeting” is or how to prepare for it.
April 23, 1999
The writer sends an e-mail message to Mr. Morgan that the writer is still sick and will not be into work on April 23, 1999 at 10:04 AM.
Ms. Mahoney e-mails the writer to “Please provide me with a letter from your doctor stating that (a) that due to your medical condition you are unable to attend work at our offices. I expect you to be in the head office for this meeting at 10 AM. When you come in to the office on Monday you can provide me with the letter”
The writer is very sick and is also confused because:

Ms. Mahoney never responded as to why this meeting is being held, its purpose or the agenda. The writer does not understand what a “Mandatory Meeting” is or how to prepare for it

The writer does not work for Ms. Mahoney. The writer’s employment offer clearly states that the writer “will report to Mr. Rod Holmes, P. Eng., Vice President, however, on day to day matters you will report to Lynn Morgan, Manager, Instrumentation” The writer has never been informed in writing he is reporting or working for anyone but Mr. Rod Holmes, P. Eng., Vice President, or Mr. Lynn Morgan, Manager, Instrumentation.

The writer does not understand why Ms. Mahoney would want a letter stating that he cannot attend work in P&R’s offices. The writer simply had a bad case of the flu. Others in the Water Wastewater Group routinely call in sick and do not have to supply such a letter. Why is the writer being singled out?
However, out of professional courtesy, the writer went to the doctor’s office and got a sick note stating that the writer has the flu.
Late in the evening when the traffic was not very busy on the QEW, against the writer’s better judgment, the writer drove from Burlington, Ontario to Don Mills, Ontario to ensure that Ms. Mahoney received her sick note first thing on Monday morning.
The writer placed it in her office and copied Mr. Ian MacLeod, Human Resources.
The writer suffering from dizziness, high fever, headache and upset stomach drove back to Burlington, Ontario and got back into his sick bed.
April 26, 1999
The writer ceased to be the Project Manger on the South Peel SCADA Project, EO-98453 as of the close of business on Tuesday April 26, 1999.
April 27, 1999
The writer’s employment with P&R terminated as of the close of business on Tuesday April 27, 1999.
In May 1999, Mr. Ohashi became the Halton Region HUSP Manager, and later the Special
Projects Manager for Halton Region.
On or about May 21, 1999, Mr. Ohashi P.Eng., Halton HUSP Manager contacted the writer via telephone at the writer’s home from Halton Region's Municipal building located on Bronte Road in Oakville, Ontario and informed the writer that he was now the Halton HUSP Manager, he had a $100 million dollar budget that year, and expected to have the same the following year.
Further, that the writer was now being blacklisted in Ontario and would never work as a professional engineer again.
In May 1999, Mr. Ron Dekker, P.Eng., Owner Serdek Automated Systems informed the writer that:
Ms. Erin Mahoney P.Eng., Divisional Manager, Water & Wastewater Group, P&R, Mr. Claudio A. Cuffolo Engineering Manager, Instrumentation & Automation, P&R, and Mr. Lynn Morgan, Instrumentation and Control Manager, P&R approach Serdek Automated Systems and informed him that if Serdek had anything to do with the writer, P&R (Earthtech) would consider it a conflict of interest with regard to contracts.
Job opportunities previously held out were rescinded to the writer.
Serdek had contracts with the Earthtech.
The writer has not worked in engineering since 1999.
In May 1999, Mr. Tom Langstaff, Bristol Babcock informed the writer that Ms. Erin Mahoney P.Eng., Divisional Manager, Water & Wastewater Group, P&R, Mr. Claudio A. Cuffolo Engineering Manager, Instrumentation & Automation, P&R, and Mr. Lynn Morgan, Instrumentation and Control Manager, P&R informed Bristol Babcock that if they had anything to do with the writer, P&R (Earthtech) would consider it a conflict of interest with regard to contracts.
References previously offered freely were rescinded to the writer.
Bristol had contracts with the Earthtech.
The writer has not worked in engineering since 1999.
On June 15, 1999, the writer receives the attached harassing e-mail in the writer’s home from Mr. Ohashi suggesting that the writer consider a lower paying non-engineering position, Advanced Technology Analyst.
On or about June 16, 1999, the writer received the following harassing voice mail message on the writer’s home voice mail from Mr. Ohashi.
“Hi Bruce:
Its David Ohashi, I trust you got my e-mail on the job posting in Halton.
Just thought you would like a nice government job for a change.
Hey, the deal on Earthtech buying P&R goes down tomorrow.
Though you would like to know that too.
So if you are going to do anything to stop it, now’s yours chance.
Anyway give me a buzz, 905…I don’t know what my number is.
You know it, 825-6000”
On July 15, 1999, the writer receives the attached harassing e-mail in the writer’s home from Mr. Ohashi suggesting that the writer consider a lower paying non-engineering position, Systems Programmer/Analyst.
In September 1999, the writer secured employment as a Rockwell Software Product Manager with Gerrie Electric Wholesale Limited.
Gerrie Electric wrongfully attempted to reduce the writer’s salary package by twenty plus thousand dollars, and later upon the writer refusing the wrongful salary reduction terminated the writer on February 25, 2000.
The only reason given was that the writer was being fired just like he had been fired from his previous jobs, and because the writer had a resume on the Internet.
The writer had not been fired from his previous jobs! However, Gerrie Electric had been informed differently.
Note: Gerrie Electric had received large automation orders from the Region of Halton in 2000, and subsequently got the exclusive contract/agreement to provide PLC hardware to the Region of Halton.
In January 2002, the writer accepted a lower paying position as a Project Coordinator with North America Construction Ltd. (NAC)
During the summer of 2002, Mr. Scott McPherson, North America Construction Ltd.(NAC), Project Manager for the Burlington WTP Project informs the writer that Mr. David Ohashi, Special Projects Manager, Region of Halton has approached Mr. Jonathan Hazenberg, an NAC employee, and made direct and pointed inquiries with regard to the writer’s employment with NAC, the writer’s position and responsibilities, etc.
Note: At this point in time Mr. Hazenberg has never met the writer and is working on another project for the Region of Halton, the Burlington Skyway Project. The writer was working on the Burlington WTP Project.
Mr. McPherson indicated that Mr. Hazenberg’s reaction was that the writer posed a possible problem to NAC and the Region of Halton.
Mr. McPherson assured the writer not to worry; he explained to Mr. Hazenberg that Mr. Ohashi had some type of personal issue with the writer and to ignore the incident.
In January 2003, the writer was given a $20,000 raise by NAC on his annual review.
In February 2003, Mr. Hazenberg P.Eng. wrongfully terminated the writer without cause within hours of Mr. Hazenberg P.Eng. assuming the NAC Project Manager’s position at the Burlington WTP Project; which the writer was employed on.
Note: Mr. Hazenberg just recently received his P.Eng. designation.
The writer has obtained documentation via the Privacy Act from Human Resources Development Canada (HRDC) that indicates the writer's employers have organized and contacted the writer's present employer resulting in the writer sustaining the loss of his gainful employment in the amount of $XX,XXX per year.
The attached HRDC Supplementary Record of Claim states: "Employer stated that they had been warned by a customer and claimant's former employers that claimant had a history of having disputes with his employers"
In the attached Memorandum Form dated March 19, 2003 Mr. Jonathan Hazenberg, P. Eng. Project Manager states: "I felt Bruce was more of a liability to be on-site given his track record with previous employers and he obviously wanted to leave so I simply granted his request"
Note: The writer's employer first fired the writer without cause, and then later claimed the writer was laid off due to shortage of work, then hired the writer's replacement, then later admitted the writer had been fired.
The writer would like to bring to your attention that the since leaving the employ of Proctor & Redfern Limited (Now Earthtech) in 1999, the writer has been unable to secure any professional employment in his field.
It appears that the writer is being prevented from securing, and retaining gainful employment via a campaign of defamation, libel and slander.
This must stop and be remedied.

10.2.3 I will be concise, my observations and conclusions are focused on those individuals within the Automation Group and the Water Wastewater Group, 'Thugs' named in the Teaser Series.
In no way do I wish to blacken the names of other real Engineers who practiced or had practiced in other departments and groups at P&R over the many decades prior to my experiences at P&R.
I believe that the 'Thugs' named within P&R have little or no credentials and questionable practice experience.
I believe that they are unfit for purpose.
Those who have violated the criminal code may be prosecuted and have their professional engineering licences revoked by the PEO.
To this point, I believe it is outrageous that the Professional Engineers Ontario (PEO) has not revoked Mr. David Ohashi, P.Eng.’s professional licence.
A past PEO President and Councillor once stated, ‘Is the PEO going to let Mr. Ohashi stamp drawings from his prison cell?’
Given that the standard for the burden of proof is the highest in criminal court and that Mr. Ohashi is now a convicted Criminal.
Why has this not happened?
There have been multiple complaints made.
The past president shed some light on this, The PEO is a volunteer organization made of members that have worked or do work for the large Municipal Engineering Consulting Firms who have close ties.
I questioned: “What if, irrefutable proof is presented ”Reply, they still may just choose not to do anything.
In my opinion, this is a blatant conflict of interest!
Further, if you file a complaint do not expect the PEO Investigators to do a nothing to help you.
I will stop here on this topic. It will be covered in detail in another chapter.
It does provide a Segway to why the system is geared to prevent fair access and competition to engineering companies and the free flow of labour, professional services in Ontario.
Mr. Ohashi alleged:
The Ontario market is dominated by a number Municipal Engineering Firms mostly comprised of civil engineers.
These firms fear competition in the marketplace. Domestically or internationally.
In order to accomplish this they promote one stop shopping to the municipal and regional governments where all needs can be provided inhouse.
The big discriminator is with regard to high technology areas which they are not strong in.
Such as Automation, Controls, SCADA systems etc.
This discriminator is also what was deemed important to lure in larger international engineering companies to purchase P&R. Eventually, 'Lucky' Earth Tech and subsequently, AECOM.
In addition, once in one of these firms they will prevent you from gaining employment with there competitors as they fear you leaving and going to work for them with both your knowledge of P&R and your knowledge and expertise in the higher technology areas.
Later, he extended this position of him not allowing the writer to ever work again because of the writers knowledge of his plans for his 'Retirement' into a regional government and the writers refusal to have any involvement. i.e. The alleged criminal network conspiracy? Breach of Public Trust, etc.
Mr. Ohashi explained that he preferred to be involved with higher technology area such as Automation and SCADA systems because with regard to theses areas people do not really understand about then and that makes them fearful which makes it easier for him to make money.
Mr. Ohashi contrasted this by elaborating that in his field of civil engineering you can figure out the total approximate cost by simply estimating the total cubic metres of concrete and tons of rebar.
The writer enquired, if Mr. Ohashi actually had any engineering experience in the traditional electrical engineering, controls, automation, instrumentation, SCADA Systems, etc. areas?
Mr. Ohashi replied: No.
Mr. Ohashi explained that in this industry the consultants will work inside government recommending solutions and then going later back to work for these firms and reap the benefits.
Further, he described how he has many times written reports and gone in front of government council.
Mr. Ohashi alleged that it is fairly simple, the elected individuals are for the most part lay people and not professionals, so when you write the reports or give recommendations you simply remove all information that might influence them from deciding on a decision that is not in your best interests and only provide information that will only allow them to make judgments that you desire.
Mr. Ohashi alleged that he prefers to get contracts sole sourced from council rather then going through competitive bidding.
Mr. Ohashi alleged it is better for the Municipal Industry, if he decides who gets the contracts.
Mr. Ohashi while we were in his office at P&R demonstrated how to deal with projects for the City of Toronto when they are put out to tender. He and his counter-part at Gore & Storrie (Now CH2M HILL) were practicing collusion.
I recall hearing Mr. Ohashi say to his counter-part you put in this bid price and we (P&R) will put in this bid price. That way you will get that plant and P&R will get this plant project.
Mr. Ohashi alleged that his former employer TPL had the same approach. Once getting the SCADA contract(s) they would simply "squeeze" whatever staff they had to get the work done.
Mr. Ohashi alleged that he felt the best way to operate a high technology SCADA group would be to hire women; unlicensed engineers, from the third world with good engineering skills but with poor English skills.
That way he could "squeeze" them to produce. They could not leave.
A true gentleman?
I believe that I have answered the Engineer's question from the City Of Toronto's meeting from 10.2.1 above, 'Why is it that the same companies always win the contract(s)'

I accepted the position as a Senior Engineer to work on and lead another large Automation SCADA Project in the practise of my engineering vocation.
I accepted the position in good faith.

10.2.4 Concise Conclusion(s)
It has been established, initially via human intelligence gathering methodologies that the 'Thugs' have repeatedly thought and acted in a linear manner, repeating patterns.
The South Peel SCADA System Upgrade Project had two(2) legitimate phase(s):
i) The phase where the writer was the Project Manager and Mr. Racey performed the technical lead along with his sub-contractor.
His initial primary concerns pertained to Mr. Morgan's competence.
ii) The latter phase where the writer observed that his growing concerns continued with Mr. Morgan's competence and further increased with concerns regarding Mr. Morgan's and Mr. Ohashi's growing interference in the technical execution of the project.
The writer believes that this led to Mr. Racey's decision to leave the employ of P&R.
With the crippling refusal of Mr. Morgan to hire sufficient competent resources to execute the project.
The writer presented three(3) options to management:
i) Approach our client and professionally address the situation that P&R presently does not have the resources to proceed with the project.
ii) Hire the appropriate and sufficient number of engineering resources to execute the project.
iii) Project Management of the Project from within P&R, technically executed by sub-contracts to "Qualified" Technical Vendor(s) and a "Qualified" Engineering Firm.
P&R management agreed to option iii)
Mr. Boyes, P.Eng., Project Manager executed the required contract and measures.
The project executed successfully on budget, on schedule and with a projected good profit margin.
The writer believes that Mr. Ohashi was angered and threatened by the success of the Project.
Mr. Ohashi continued on his linear thinking patterns of setting up his 'Retirement Plan' in the Region of Halton (ROH) by clearing the way of P&R competent staff like Mr. Racey to ensure his 'Thugs' would be in key positions within P&R and the Regions staff and/or contract(s).
The threats against the writer, his family and his ability to secure employment continued to increase in intensity and frequency as the South Peel SCADA Project became more successful and know within P&R and the industry.
Mr. Ohashi and his 'Thug' network facilitated the hiring of 'Thug' Mr. Cufallo, Layman. Then, the clawing back of executed contracts, the slander, the ransacking of the writers office, more harassment and threats.
On receipt of advise from the Police and legal counsel, the highly un-professional, toxic, abusive and violent workplace which forced Mr. Boyes, P.Eng. to Termination.
Consider this, Mr. Ohashi and all of the 'Thugs' are linear thinkers who repeat simple criminal like patterns?
The writer believes them to be quite 'dull'
Who was really behind this 'Control' operating his 'dull' 'Asset' Mr. Ohashi and his band of 'Thugs for the possible dual purposes of having both P&R purchased by Earth Tech (Now AECOM) and the establishment of Mr. Ohashi's 'Thug' Network within the Region(s) that would funnel $100,000,000's (CDN) of contracts to Earth Tech (Now AECOM)?
Who will and did benefit from the alleged tampering with the Award of the South Peel Operations Contract to OCWA?
Follow the money, follow the movement of 'Thugs' and a 'Person Of Interest'
