It appears that Mr. Ohashi targeted:

- Subject(s) who wanted to or did own a Technology or Engineering company or a Contractor that wanted Approvals on Deletions, Changes or Additions to Government Contracts;
- A Subject who wanted a promotion to a Project Manager Position in a Construction Contractor Company.

*** Mr. Ohashi's preferred bribery method for receiving bribes is to receive Cash Payments in envelopes in local bars or at government remote site(s) i.e. reservoirs, pumping stations, landfill monitoring sites. etc.
This bribery receival method provided the highest degree of 'Plausible Deniability'
Mr. Ohashi's preferences, some local bars:
- one West of the 10 Peel Centre Drive, Brampton, ON;
- one East of Hurontario St at Lakeshore Rd, Mississauga, ON;
- and a Restaurant on the North-East Corner of Hurontario Street at Lakeshore Rd, Mississauga ON.
1.1.1 Background Information
Mr. Ohashi pressured Mr. Boyes to award contracts to his friend Mr. David Norris, Sirron Systems.
Senior Management supported Mr. Boyes Awarding Peel Region Contract to a Qualified Engineering Company and a Vendor. Not Mr. Norris.
* Mr. Ohashi alleged to Mr. Boyes, P.Eng that 'a RV could just appear in your driveway.
Mr. Boyes. P.Eng. Declined.
Mr. Ohashi, Water Wastewater Manager for Proctor & Redfern (P&R) made a proposition to Mr. Boyes, P.Eng. a Senior Engineer - Project Manager at P&R to give Mr. Norris, Sirron Systems Inc. $250,000 of SCADA contract work on the South Peel SCADA Upgrade Project, and in return when Mr. Ohashi secured his government position he would allow Mr. Boyes to open his own business and get Government Contracts without having to worry about bidding on them.
The contracts will be sole sourced.

Mr. Ohashi Alleges / Threatens Mr. Bruce Boyes, P.Eng. that when Mr. Ohashi was a Manager in Eastern Ontario there was another Engineer that did not do what Mr. Ohashi wanted and that Engineer never worked again.

***Mr. Ohashi P.Eng., Halton HUSP Manager contacted Mr. Bruce Boyes, P.Eng.; who refused his previous proposition, from Halton Region's Municipal building located on Bronte Road in Oakville, Ontario and informed Mr. Bruce Boyes, P.Eng. that he was now the Halton HUSP Manager, he had a $100 million dollar budget that year, and expected to have the same the following year.
Further, that Mr. Bruce Boyes, P.Eng. was now being blacklisted in Ontario and would never work as a Professional Engineer again.
Amongst many more.

If a potential bribee does not co-operate or refuses:

Mr. Ohashi's Thugs Of Interest?: Ms. Erin Mahoney P.Eng., Divisional Manager, Water & Wastewater Group, P&R, Mr. Claudio A. Cuffolo Engineering Manager, Instrumentation & Automation, P&R, and Mr. Lynn Morgan, Instrumentation and Control Manager, P&R approached Companies.
Informed them that if the companies had anything to do with Mr. Boyes it would be considered a conflict of interest with regard to their contracts.

Harassed and stalked at work, industry and even at Mr. Boyes home.
1.3.3 A Thug even lied to a Lawyer for the other Party in a Legal Family Law Trial, in documents, government documents and under oath in a Court in Ontario.

Resultant: A legal matter not resolved for over a 16 year period. Now resolved upon consent.

Mr. Ohashi alleged to Mr. Boyes that he took his Position at P&R because he needed the Tittle of Water Wastewater Manager on his Resume to qualify for being hired by the Region as a Senior Manager.
It was his Retirement Plan.

In 2005, I met Mr. Rob Poland, Mechanical Foremen, North America Construction Ltd. (NAC) in Home Depot, Burlington.
Mr. Poland told me that Mr. David Ohashi had asked NAC for a kick-back. ($50,000)
In 2005, I met Mrs. Mary McCready, Receptionist, North America Construction Ltd. (NAC) in a grocery store located at Walkers Line and Upper Middle Rd. ,Burlington, Ontario.
Mrs. McCready told me that Mr. Hazenberg stated “Kick-backs are just a fact of life when doing business with Halton Region. (Location: NAC Site Office, Burlington WTP)
At this point, this had been contining for approximately seven years.
Witness Statements 2006 - 2007 Updated - Summons Process Pre- Trial
Prior to the Trial, the writer in the process of issuing Summons to a number of Witnesses.
Here, I will cover the above two (2) witnesses by name:
i) Mrs. Mary McCready, Receptionist, North America Construction Ltd. (NAC)
Mrs. McCready when the writer discussed her testimony broke down into tears stating that she was approaching retirement age and that if the writer Summoned her to testify that NAC would fire her just like they fired the writer.
She became hysterical and demonstrated true extreme fear. Mrs McCready terrified, pleaded not to call her.
ii) Mr. Rob Poland, Mechanical Foreman, North America Construction Ltd. (NAC)
Mr. Poland when I discussed his testimony became extremely animated, he informed the writer that he was going through a divorce and did not want to be summoned. Mr. Poland displayed fear for his job, then anger that he will be called to testify.
Mr. Poland finally yelled in anger that if you Summon him that he would lie in Court. He terminated the telephone call.
Both witnesses in 2005 freely volunteered their statements.

Another witness prior to Trial claimed an injury prevented him from testifying, complete with a medical note.

On or about May 21, 1999, Mr. Ohashi P.Eng., Halton HUSP Manager contacted the writer via telephone at the writer’s home from Halton Region's Municipal building located on Bronte Road in Oakville, Ontario and informed the writer that he was now the Halton HUSP Manager, he had a $100 million dollar budget that year, and expected to have the same the following year.
Further, that the writer was now being blacklisted in Ontario and would never work as a professional engineer again.
Additionally, Mr. Ohashi stated that the writer had been very controlled, organized and efficient in the successful management of the Peel Region Project. However, it does not matter because nobody will believe it and the writer will never work again.

Hey, the deal on Earthtech buying P&R goes down tomorrow.
Though you would like to know that too.
So if you are going to do anything to stop it, now’s yours chance.
Anyway give me a buzz, 905…I don’t know what my number is.
You know it, 825-6000”

For the record, when your former P&R Water Wastewater Manager attempted to induce me to stop the sale of P&R to Earth Tech, I Declined; as I did all of his unethical/illegal proposals while in your employment.
Confidentiality, was breached from within P&R to the ROH after my departure.
The P&R Water Wastewater Manager is now a convicted criminal and his associate has been named in our Federal Parliament as being linked to The Trudeau STDC Scandal. Interesting, full circle.
